Will Google interpret links to URLs ending with a campaign tag like ?hl=en (www.example.com?hl=en) as a link to www.example.com or to a completely different page? What about the SEO effect of inbound links?

SO the URL Builder doesn't affect SEO?
I use a combination of url parameters, canonical and redirects to prevent indexing of certain pages. This with out a doubt is the best solution to prevent pages from being indexed or even duplicated.

Love this question, I always wondered about this and just assumed that Google URL builder links would be dropped and be considered the same link.
