Very straight forward answer Matt. It was an interesting question for a theory though. One algorithm fits all.
Mr. Cutts answers the question "Are results in different positions ranked by different algorithms?"
Although I've never personally heard this particular myth, it is good to hear a new question answered by the web spam team. People have all sorts of different misconceptions, so it is always good to see a straightforward answer from the horses mouth.
How could there be a different algorithm for different positions?

The algorithm is same for all search results positions. The Backlinks created keeping in mind the relevancy, theme of the site can certainly get site rankings at higher positions in search engines if the backlinks are from site of higher reputation. This is what underlies under this message for an effective #SEO strategy.
