Start by installing and activating WP to Twitter plugin.
This will add a new area under settings called WP to Twitter.
Go to Settings, WP to twitter to configure the plugin.
Open a new tab, go to Twitter apps, sign in with your twitter account and create a new app.
Fill in information about the app like a name, description, website address, and callback URL which is also the website address.
Under the Settings tab under access allow read and write to your site.
Then go to the details page, scroll down to create access token and it will give you the keys you need for your site.
Go back to the plugin and authenticate.
In the basic settings you can select a URL shortening service, and when you post to twitter.
Should you want there are also advanced settings you can choose from.
